The correct action in this situation is to only overtake after the bend. When a cyclist is ahead and there is oncoming traffic or a bend that limits your view, German traffic law (§5 StVO) requires you to wait. Overtaking is only allowed when you have a clear view of the road ahead and can maintain at least 1.5 meters of safety distance to the cyclist. Passing before or within the bend, or between the cyclist and the bend, is unsafe because you cannot fully see oncoming traffic and may not have enough space.
