What vehicles may be parked alongside other parked cars on the roadway?

In German traffic rules, taxis are allowed to park temporarily alongside other parked cars on the roadway specifically when passengers are getting in or out. This exception is made to facilitate quick passenger boarding or alighting without causing unnecessary obstruction. Other vehicles, however, are generally not allowed to park this way unless in designated areas because it can block traffic flow or create safety hazards. Loading and unloading or using hazard lights does not give a general right to park alongside other parked cars on the road. Remember, only taxis actively serving passengers have this special permission in such situations.
